Kinetic energy does not depend on anything. The object has kinetic energy when it is moving. However the object will stop moving, lose its kinetic energy, when the kinetic energy is converted to something else. For example when a rolling ball is stopped by a wall. In this case, the kinetic energy is converted to sound and heat energy. The ball has no more kinetic energy, so it stopped moving.
